![]() ![]() On that occasion a great deal of concern was expressed about the situation facing those involved in racing, and soon after an all-Party Parliamentary Back-Bench Committee was formed under the chairmanship of the honourable Member for Richmond in Yorkshire, and with the honourable Member for Newcastle-under-Lyme as Secretary. This Motion was put down on the Order Paper in March last year following a meeting between Members of this House and of the other place with various representatives of the racing world, who assembled at the instigation of the Bloodstock and Racehorse Industries Confederation. The noble Lord said: My Lords, I beg leave to introduce the Motion standing in my name on the Order Paper. Rose to call attention to the present state of the horseracing industry and to move for Papers. It will be our policy and duty to avoid any act or word which will be counterproductive to that hopeful beginning. I do not want to overstress these points, but I think it is fair to report that there are now the beginnings of implementation. Pari passu this goes with the extension of working rights of Russian journalists in this country. ![]() GRIM DAWN TRAINER 6.11 FREEOn the important question of human rights, and of the free passage and exchange of ideas which my noble friend Lord Shinwell rightly emphasised, I am glad to say that there is the beginning of an agreement on the rights of British journalists in the Soviet Union. Of course, the Western Powers have already given these notifications on more than one occasion. They have invited neighbouring States to observe this we welcome. For instance, the Soviet Union for the first time has notified other Powers of impending major military manoeuvres-one on the borders of Turkey. ![]() I take this opportunity of saying that, while we must continue to repeat that we expect all the signatories of Helsinki to live up to their signatures, there are now signs-small, but favourable signs-that the Soviet Union is beginning to implement certain important parts of the Final Act. ![]()
